Any deal involving Zaniolo would include a 15 per cent sell-on clause to his former club Inter Milan.
Tottenham have attempted to sign Zaniolo during the past three transfer windows and a deal could take place this month despite their limited budget.
Zaniolo’s agent is currently in England as he looks to arrange a move to a Premier League club.
